Nova Goa, 18 July 1864 - 12 Dezember 1947. He studied medicine at the Escola Médica de Goa and Escola Médico-Cirúrgica de Lisboa. He was a military doctor in the colonial health services having served in Cape Verde, Angola, São Tomé and Goa. He was a prolific writer, having collaborated with several periodicals on different matters, and appreciated speaker. He was president of the Instituto Vasco da Gama and consequently also of the National Library of Goa (present Central Library).
