Mindelo, Island of S. Vicente (Cape Verde), 23 June 1861- Island of S. Nicolau (Cape Verde), 6 September 1913. He was a military with a career in Cape Verde, Guinea and Angola. Had also commissions as administrator of different municipalities in Cape Verde. Collaborated with periodicals in Cape Verde and in Portugal in defence of local rights and the development of Cape Verde.
