Vila Nova Sintra, Ilha Brava, Cape Verde, 18 October 1867 — Vila Nova Sintra, 1 June 1930. Having formally only primary education, he had private tuitions namely on theology and Latin, and was an autodidact. Having a lasting cultural influence in Cape Verde, he was a republican politician, journalist, composer of mornas, playwriter and poet. He was exiled in New Bedford in 1900, where he founded the newspaper Alvorada. He was a member of the Junta de Defesa dos Direitos de África (Union for the Defense of Africa's rights, Lisbon). He wrote to newspapers and magazines in Cape Verde, Portugal and the USA.
In addition to the pseudonyms referred by Nobre de Oliveira, he probably also used the pseudonym Procopio. The article "Questão de massas" by Procopio (Revista de Cabo Verde, nº 9, Julho 1899) presents biographic data that point to such possibility.
